The wrap-up of the "Eel O'Brien on the Lam" saga! Given who the title character is, do you really wonder why we tried to stretch this story into four parts?
Plastic Man has been framed for murder, and while being transported to prison, he is able to escape police custody. While running and hiding from the cops, Plastic Man figures he needs to solve the murder.
Meanwhile back at police station Chief Branner and Agent Morgan discuss Woozy and what he is doing at the police station. Upon realizing Woozy isn't needed anymore now that Plastic Man is no longer a hero, they kick him out. This makes Woozy feel horrible and makes him quit being a hero.
Meanwhile, disguised as a Jimmy, the man who was murdered, Plastic Man seeks out the criminal element. They see through his disguise beat him up.
Across town, Woozy is kidnapped by a mysterious villain. The shadowy figure reveals that they are using Woozy as bait to trap and kill Plastic Man. Plastic Man learns that Woozy has been kidnapped while he breaks into the police station. He learns that Woozy is being held hostage at Crawford Chemical Works.
Plastic Man storms into the warehouse, and falls right into the trap, but Woozy sees what is going to happen and sacrifices himself to save Plastic Man. This causes Woozy to be frozen and blown up.
